During a two-hour lesson, a driving instructor said he spotted 32 motorists using their mobile phones.
At a meeting on Tuesday, Simon Parker, who is also a new Wycombe councillor, raised the issue and asked a police chief what his officers were doing to tackle the problem.
Chief Inspector Colin Seaton said: “It's dangerous and the message is clear, people must not use their mobile phones while driving.”
"If they [police officers] are in a position to stop and deal with them they will do, I'm very confident of that."
